There have been quite a few developments on the National HIDTA scene that you should be aware of. Joe Peters, former National HIDTA Director, is now the Assistant Director of the Bureau of State and Local Affairs (BSLA) at ONDCP. Kurt Schmid, former Director of the Chicago HIDTA has been selected as the National HIDTA Director. The Federal appropriations bills have been signed and the HIDTA award letters should be received the 3rd week of January. The national HIDTA conference just concluded and was held in Washington D.C. Attending on behalf of the Northwest HIDTA besides myself were Chief John Turner, Chairman of the NW HIDTA Executive Committee, John Bott, Special Agent in Charge for the DEA and Colonel Drew Blazey, Washington National Guard. General Barry McCaffrey, Director of ONDCP took the opportunity to release to the national media an overview of the National HIDTA program as well as the overview of each of the individual HIDTA’s.

A significant event as far as our local HIDTA was the fiscal audit that was conducted of the 1997 and 1998 NW HIDTA grants. This was a good learning experience for the staff of the NW HIDTA as well as the fiscal agents that receive HIDTA funding. My thanks to all the agency participants for their time and effort. It is further expected that all 1999 recipients of HIDTA funds will be scheduled for a fiscal audit in the summer of 2000, and that a schedule for a programmatic review of each HIDTA initiative will be announced in February. This is in accordance with the ONDCP directive for conducting annual reviews of all HIDTA initiatives. Each HIDTA initiative will be given further information on the review process and requirements. Lastly we will be collecting information from all the NW HIDTA initiatives on their 1999 outputs to include in the annual report which will be submitted to ONDCP by April 15 after review and approval by the Executive Committee.
