2001 Outputs & Outcomes
As the last
of the data counts and analyses are completed for the Northwest HIDTA
Annual Report, this issue of the newsletter affords an
opportunity to recap the outputs and accomplishments of the FY
2001 Prevention/Treatment Initiatives.
Foremost
has been the continuing growth and success of the Drug Court
programs now found in each of the seven HIDTA counties. Last
year, HIDTA funds were available to support the operations of five
of these programs. In total, over 1,750 drug offenders were enrolled
in these Drug Courts over the course of the year.
This increasing regional capacity to provide
judicially supervised treatment rather than
incarceration continues to have beneficial impacts on recidivism,
public safety and public health throughout these HIDTA communities.
Growth
as well as change has characterized the projects comprising the
Community Coalition Support Initiative during the past year. New
project designs were implemented in Pierce and Snohomish counties,
review and revisions were applied to the projects in Whatcom and
Yakima counties, while the projects in Skagit, King and Thurston
counties continued to mature and adapt to the changing needs
and priorities in those communities. All tolled, these projects conducted
or sponsored over 200 community events during the year, providing
substance abuse prevention services to over 14,145 citizens, adding
significant impact in the dissemination of anti-drug abuse
messages and providing support to the families and children who
attended the events. Further, these projects included 17 service and
intervention programs that served over 3,200 children, youth and families
throughout the HIDTA region.
Several
milestones were achieved in the areas of Public Education/Awareness and
MIS/Evaluation, while the level of community knowledge
regarding drug trafficking and the consequences of drug use
also continued to improve. The University of Washington Alcohol and
Drug Abuse Institute published the Northwest HIDTA Drug Court
Evaluation, which described and analyzed the operations of six
programs in the region. In addition, the Drug Court Case Management
Software program was substantially completed,
affording recent installation in each of the
HIDTA Drug Courts. Exceeding previous years’
utilization, the "M-Files" website (www.mfiles.org) received
over 223,060 hits and 37,200 visitors over the past year; under
the auspices of the Office of the Lieutenant Governor, the MFiles continues
to provide reliable, documented, up-to-date information about
marijuana and methamphetamine on a local and national basis.
And more broadly, the HIDTA produced, purchased and facilitated the
distribution of 11,500 meth-specific brochures, 18,700 marijuana-specific
brochures, 1,000 meth prevention posters, 2,300 meth
precursor posters for retailers, 2,000 videos and 3,000 ResourceGuides.
2002 has
already seen a continuation of this growth and impact, with the
expectation that next year’s update will entail even more activity
